  • Funding $4 bn in State and Local programs and $1.95 bn for Disaster Assistance. State and Local programs include Firefighter Assistance and the $1 bn Urban area Security Initiative
  • The fifth National Security Cutter and Four new Fast response cutters for the Coast Guard for recapitalisation of Coast guard assets
  • Next generation Bio Watch sensors for $89 million against biological attacks
  • $1.6 bn for Immigration and Customs Enforcement programs
  • $288 mn for a consolidated DHS premises in the NCR region
  • $400mn for UCIS in 2011 incl $167 mn for expanding thru E-Verify and SAVE programs
  • $7.3 bn for continuing FEMA program funding

Department of the Interior:

  • 9GW of renewable energy capacity on Deptt lands by 2011
  • $620 mn for Land Acquisition for national parks, forests and endangered species (and promote outdoor recreation)
  • Improve return to taxpayers from U.S. Minerals production
  • Enhance management capacities of tribals and coordination with Federal agencies
  • Preventive funds for Wildfires and water conservation
  • Generate mandatory savings of $2.7 bn over ten years and an annual provision of $12 bn

Department of Justice

  • The President’s Budget for DOJ is $28.2 bn
  • $600 mn for hiring of addl Police Officers ( COPS ) double from the 2009 budget
  • $538 million to combat crimes against women an increase of 29%
  • Interagency Task force to combat Financial Crime :) incl HEAT , Addl FBI agents and DOJ attorneys to investigate white collar crime.
  • $100 mn for Drugs Enforcement with DEA’s EPIC and Organised Crime OCDETF
  • $245 for counter terrorism with 60% for FBI National Security Program
  • $175 mn for Prisoner reentry and substance abuse rograms

Department of Labour

  • Reform of the Workforce Investment Act providing $10bn for Job Training and Employment services
  • Workforce innovation P’ship with DoE (education) for two innovation funds – $6bn at DOL and $4bn at DOE
  • Reform unemployment Insurance with boosted integrity efforts to backstop $4 bn in improper payments and $300 mn in employer taxes
  • Expand automatic Workplace pensions for tens of millions of workers of the 78 million without one. $1000 per year tax credit for small business employers
  • Auto enrollment for 401(k) programs and improved operations (?) on such DC savings systems

Department of State

  • Global Hunger Initiative thru World Bank MDF facilities for Agricultural development and under five nutrition programs
  • Grow Peace Corps by 50% to 11,000 volunteers in 2016
  • Job creation and employment focused education efforts internationally to maximise Global engagement
  • Combat trafficking in people worldwide
  • $13 bn for Admn of Foreign Affairs going to $12.4 bn in 2011

Corps of Engineers

The story is quite public and you must have all followed it at least since August 2009 when the first few fistcuffs were exchanged regarding the lack of preparations for the CWG event now just 6-7 months away. The Sports Minister and the Games Organising Committee Chair Suresh Kalmadi has variously ben painted and vilified while we look at the rejuvenated parts of Wembley in London and survive on facepaint and cheering the local IPL franchise in Cricket games. The painting of events apart we just thought it important for Sports and Tourist infrastructure worth $1.5 billion to be included in the India story at about this time.

Towns like Jalandhar, Ludhiana in Punjab, Jaipur and Agra on the Golden Triangle and such state capitals, heritage and business towns like Ahmedabad, Surat and Nagpur present a unique opportunity for Indian hospitality business to scale up, esp as Indian railways, india�fs aviation footprint and the road infrastructure will follow in step with the boom. Note: The Indian Maharaja with TC, Maharajas Express with Cox & Kings, and the other two luxury trains have started first season bookings quite well and money is being spendt to add gym and pool to the Palace on wheels as well ( More here ) Golden Palace started from Bangalore is not doing so well apparently. The Maharajas Express for example is 84 persons at an average of $1000 per night for a 7 day- 8 night tour between Mumbai and Delhi
